North Korea must take "concrete" steps towards denuclearisation before benefiting from any relaxation of global sanctions, Downing Street has said.

Secretary of State Mike Pompeo meanwhile told reporters he was "very optimistic" about the summit, and insisted the USA was willing to offer Pyongyang "unique" security guarantees if Kim's government signed up for complete, verifiable, irreversible denuclearisation, or "CVID".

Pyongyang, though, has shown little appetite for surrendering nuclear weapons it considers vital to the survival of Kim's dynastic rule.

"Sanctions will remain until North Korea completely and verifiably eliminates its mass-destruction programs".

Pompeo offered "unique" security guarantees to North Korea if it accepts denuclearisation of the Korean Peninsula.

On Monday, the North Korean state-run news agency KCNA said that both leaders would discuss establishment of a new relationship between North Korea and the USA and the structure of permanent peace on the Korean Peninsula. Previous reports had suggested Trump would leave on Wednesday.

At the Capella hotel on Singapore's Sentosa island, a popular resort destination, Trump and Kim will first meet at 9 a.m. local time on Tuesday (9 p.m. ET Monday) for a handshake and photo op.

Also on Monday, senior North Korean and United States diplomats held last-minute talks here to come up with a draft agreement to be presented to the leaders of the two countries during the summit.

Despite the summit now being back on, that deal and others by countries that have been part of worldwide nuclear deals - such as Ukraine after the fall of the Soviet Union, and Iran in 2015 - will also loom large over the discussions.

They believe Kim's latest engagement is aimed at getting the United States to ease the crippling sanctions that have squeezed the impoverished country.

Kelsey Davenport, director for Nonproliferation Policy at the Arms Control Association, said there were signs that the gaps between the two sides were narrowing.

The summit is scheduled to begin at 9am, the White House said. He says: "We are hopeful the summit will have set the conditions for future productive talks".
