With the rule change, schools can't prevent specific programs from contacting a transferring student-athlete. It's possible that they might only apply to the first four games of the season, though the quote mentioned in the press release doesn't specify.

Adjusting the rules and including some of the ideas above keeps the lessons of commitment in place, but also allows student-athletes who truly need to transfer for legitimate reasons to do so in a way that is reasoned and well-thought-out.

The new rules make it so schools the transferring student never thought about can reach out to him and recruit him.
