Brown sees new California energy policy as model

By 2045, all Californian electricity must come from carbon-free or renewable energy. "But it must be done", Brown said at a signing ceremony in Sacramento.

Gov. Jerry Brown signed a bill mandating the electricity target on Monday.

"There's no understating the importance of this measure", Brown said moments before signing the bill. In addition, the order sets a goal of maintaining "net negative emissions" beyond 2045, which means using plants or technology to draw carbon dioxide out of the atmosphere, and reuse or store it some manner (see "Maybe we can afford to suck CO2 out of the sky after all").

The passing of the legislation also comes as San Francisco this week hosts the Global Climate Action Summit, which was organized to encourage regional bodies to boost their own attempts to fight climate change where national governments have failed to act, according to The Sacramento Bee.

"The state's other power plants, like natural gas and nuclear, aren't as flexible as they need to be to handle those ups and downs". It also requires that 50 percent of the state's electricity come from renewable energy by 2026 and 60 percent by 2030, up from the current level of 32 percent.

California has dramatically stepped up its climate-change policies four times in the last four years, as Capital Public Radio's Ben Bradford reported last month.

"California is committed to doing whatever is necessary to meet the existential threat of climate change", Brown said during signing of SB100. "But it must be done", Brown said. Nevertheless, pursuing 100% renewable energy has never been more important, as we get closer to entering a time that scientists say will be the point of no return from irreversible climate damage.

California follows the example set by Hawaii, which set the same 2045 goal in 2015. That may include batteries and large- scale pumped storage, in which excess solar energy is used to pump water uphill.
