Kavanaugh has denied the new charge and called it "a smear, plain and simple".
The second claim against Mr Kavanaugh dates to the 1983-84 academic year, which was his first at Yale University. The White House, which called Ramirez's allegation "the latest in a coordinated smear campaign by the Democrats", reportedly does not plan to withdraw Kavanaugh's nomination.
White House spokesperson Kerri Kupec said of those who allegedly attended the party, "One week ago, Dr. Christine Ford claimed she was assaulted at a house party attended by four others".
Ford has agreed to testify before the Senate Judiciary Committee, and has asked that the FBI investigate her claim, and yet, Republican Senators have casted doubt on her account, stating they will advance Kavanaugh's nomination proceedings regardless of her allegations. There are 21 members of the Senate Judiciary Committee - 11 conservative Republican men and 10 Democrats.
"I remember a penis being in front of my face", she said.

Satish Nair also posted a picture and complained that passengers were not kept informed during the ordeal. The Boeing 9W 697 had to be manoeuvred back to Mumbai as passengers on board fell sick.
The New Yorker article, co-authored by Jane Mayer and Ronan Farrow, says "Senior Republican staffers also learned of the allegation last week" without specifying who the staffers worked for.
It said the allegation came to the attention of Democratic senators through a civil rights lawyer. Avenatti, who has said he's considering running for president as a Democrat, said on Twitter his client is not Ramirez. She was "reluctant to characterize Kavanaugh's role in the alleged incident with certainty", according to The New Yorker. After "six days of carefully assessing her memories and consulting with her attorney, Ramirez said that she felt confident enough of her recollections" to speak publicly, the report said.
The new information came hours after the Senate committee agreed to a date and time for a hearing after almost a week of uncertainty over whether Ford would appear to tell her story.
Lawyers for the woman accusing Supreme Court nominee Brett Kavanaugh of a decades-old sexual assault say she has accepted a Senate committee's request to tell her side next week. Chris Coons believes either Feinstein's office or Democratic committee staff leaked Ford's name to the press, against the professor's wishes.
The judge has denied both allegations, labelling the latest "a smear".
How it looks: Optics key in fight over Kavanaugh hearing
Allegations from a university professor, Christine Blasey Ford , emerged in the United States media last week. Other requests include Ford and Kavanaugh never being in the same room and Kavanaugh testifying first.
The newspaper reported that Whelan "has been involved in helping to advise Kavanaugh's confirmation effort and is close friends with both Kavanaugh and Leonard Leo, the head of the Federalist Society who has been helping to spearhead the nomination". Defections among Republicans would likely block his path to the Supreme Court. Judge Kavanaugh is an outstanding person, and I am with him all the way. The New Yorker didn't confirm the allegation with eyewitnesses.
"I know there's pent up demand for women to get their day, women who have been sexually harassed and sexually assaulted, and I personally am very aggrieved for all of them", Conway said Monday during an appearance on "CBS This Morning". "It's time to vote this week", Cotton added.

Like Dr. Ford, Ramirez is calling on the FBI to investigate Kavanaugh.
A spokesman for Utah Republican Mike Lee, who sits on the committee, told the Guardian that the new allegations came "absolutely [as a] 100% surprise" to the Senator. The 11 senators on the GOP side of the dais are all men, creating risky optics for a hearing that will be carried on live television.

The president's tweet brought blistering rejoinders from Democrats and a mix of silence and sighs of regret from his own party. Post reporter Emma Brown initially spoke with Ford in July, but those conversations were off the record, meaning they couldn't be published without Ford's permission.
