LGBTQI+ activists mobilised a fast and fierce campaign that included a protest outside of the White House on Monday to say transgender people can not be expunged from society, in response to an unreleased Trump administration memo that proposes a strict definition of gender based on a person's genitalia at birth.

According to an estimate by the Williams Institute at the UCLA School of Law, there are about 1.4 million transgender adults in the United States.

For the a year ago, the Department of Health and Human Services has privately argued that the term "sex" was never meant to include gender identity or even homosexuality, and that the lack of clarity allowed the Obama administration to wrongfully extend civil rights protections to people who should not have them. Individuals were largely allowed to define their own gender as opposed to it being confined to the sex with which they were assigned at birth.
