While most Democrats have claimed Trump did not have the authority to order the military to build the wall, Chairman of the House Armed Services Committee Adam Smith (D-WA) acknowledged Sunday that the president does have the authority.

President Donald Trump is set to deliver a high-stakes prime-time address Tuesday night, making the case to the nation, as he tweeted Monday, that there is a "Humanitarian and National Security crisis on our Southern Border".

Top news personalities including CNN's Chris Cuomo, Fox News Channel's Bret Baier and ABC's George Stephanopoulos attended the Tuesday lunch, which lasted about an hour and 20 minutes.

Democrats will have their own chance to rebut the President in a subsequent address; all the television networks that agreed to air Trump's remarks also agreed to air Democrats' response, delivered jointly by House Speaker Nancy Pelosi and Senate Democratic leader Chuck Schumer. Trump said he will not approve spending bills without funding for the wall, while Democrats say they won't approve the funding.

Many Trump critics posted messages on social media urging the networks not to air an address that could be filled with falsehoods.

Serparate reporting from the Wall Street Journal suggests that Trump isn't going to declare a national emergency Tuesday night, a proposal he has floated as a reckless power grab to obtain funds for uild a border wall.

Trump and others in his administration have admitted that he is publicly mulling declaring an emergency to construct the wall, which would immediately draw legal challenges and uncertainty regarding how such a declaration would actually lead to wall construction.

"It's something that he's looking at and considering", Pence told NBC, referring to the president. "I think all of us who look at what they have here believe that that is true". We're talking about national security.

Former President Jimmy Carter issued a statement denying that he and Mr. Trump had any such conversation.

Cook blamed a number of issues, including lackluster iPhone sales , but also pointed to Trump's trade war with China. Investors also were encouraged by news that the USA and China will hold trade talks in Beijing on January 7 and 8.
